You have to have some kind of software for it. You can post the picture here and i'll resize it for you.
Are you wanting to do a sig or a avatar? If you are wanting a sig, you'll have to host the URL address yourself. If its for a avatar you don't have to host it....
Let me know if you need any help....

I like Paint Shop Pro Studio (http://www.jasc.com/products/pspstudio/), it has everything I need. It takes a little practice but once you get the hang of it a very useful tool.

I like programs that keep the ration of width to length automatically when you resize. The easiest program I have for resizing is call. PhotoSuite.
There are some free image editing software out there. A popular one is GIMP and can be found Here (http://graphicssoft.about.com/gi/dynamic/offsite.htm?zi=1/XJ&sdn=graphicssoft&zu=http%3A%2F%2Fwww.gimp.org%2Fwindows%2F)
