He may be only the second French pro after Tardits who played for the patriots in the 90's.

I can't read French nor do I understand it but it appears this guy is a LB. Can we get a translation of this article?

Philippe Keep, the French linebacker of Cologne Centurions (NFL Europe), was invited to the camp of drive of Washington Redskins, team of the very powerful NFL.
This season, Gardent, which began American football in Grenoble in 1997, was elected better defensive player of the European league pro. A trophy which had never escaped up to that point with the Americans.
The presence of Keep with the camp of summer of Redskins is not however a guarantee to integrate professional manpower thereafter. Marc Angelo Soumah had involved himself with Cleveland Browns in 2003 but had not been retained.
For the moment, only one French was professional in NFL. After studies at the university of Georgia, Richard Tardits, defensive end or linebacker, had been retained by the Cardinals Phoenixes in 1989. It had then played three years in New England Patriots.

The translation provided above is pretty hard to follow--here's an article in English on the subject:

Apparently he's guaranteed a spot on the practice squad as part of some international program that the NFL has going?

They are not able to play on the active roster this season. They are limited to the practice squad. I had read that earlier but can't find it now. I did find this article which say about the samething but not so explictly.
Although if the guy plays well we have a year to develop him and sign him next year.

Another article about a guy last year on the Falcons.
"Even though by the terms of the international practice squad program the extra players could neither be cut from the roster or elevated to the active 53, they were allowed to play in preseason games."

it almost sounds a little like the relationship the nhl teams have with some european players. they are signed to a team, but are playing in europe and then the nhl team has a period of time to sign them to their usa farm team or parent roster before they lose those rights..

With our situation at LB I wonder why they are bringing in another even as a long term project? Although with the right material Williams is able to coach good players over time.
Who knows I think it will all depend on how bad this guy wants to play in the NFL.

i would say pretty slim except i think the team gets some kind of exemption on the roster for NFLE players.

i dont know how many guys each team can send to Europe, but they might as well take full advantage of the chance to groom players over there. we only sent 3 this past year...a kicker, a receiver and a defensive back. i think Demetric Evans and Khary Campbell started out over there if i'm not mistaken.
