In addition to the "out," "doubtful," "questionable," and "probable" tags, the NFL's revised injury-report policy will include categories of "did not participate in practice," "had limited participation in practice," and "fully participated in practice."

So things should be a bit more clear this season. Hopefully teams like the Patriots won't be listing everyone as having been limited in practice in addition to being questionable.

they will have to define each one very specifically because i believe the pats will put people in participated fully category because they watched people from the sidelines.

this rule will probably be named the bill bellachek rule since he lies on in jury reports(puts brady on it when healthy)
