The article mentions that a name won't be divulged until April. That right there says a lot. Free Agency is in March. Any big QB acquired would happen in the first few days of FA beginning. If we won't find out until April, then he was probably alluding to the draft. Essentially he is probably saying we want the #2 pick and whatever Cleveland offers, we will one-up.
All that said, this sounds like typical BS to me...

Unless of course he was referring to Peyton agreeing to delay his roster bonus...and a deal was in place to trade for him after the draft...which to me is the worst case scenario...

I would imagine that one of the first orders of business for the Rams was figuring out what they could get for the second pick. In that case, I'm sure Cleveland went ahead and either gave their offer or declined and the Skins already have an offer in place. When the new league year hits, they'll announce the trade. That's assuming this guy just isn't trying to drum up interest, which is far more probable.

I heard they can't just renegotiate the deal.

Going back to the original title of the thread - I vote BS.
Basically "the cat" that he let out of the bag is that we will have a new QB come April. No S*(# Sherlock!
Really, there's nothing to see here other than reassurances to a desperate mob that the QB situation will be solved. And yes, the fan base will be "elated" because we will be freed from Grossman. None of these prognostications mean anything.

Sure they can. Nothing would stop them, assuming that they could afford it, from giving him a new deal.

Peyton won't agree to either delay his bonus or to re-do his deal. That would give the power regarding where he plays next year to the Colts. He doesn't need the money so no way he helps the Colts out AND loses some of his decision making ability.

Cleveland is not going to trade up for the 2nd pick, won't happen. There is no way they part with both first round picks nor do they have any glaring need at QB like some suggest. I've watched McCoy and he's tough as nails but he has absolutely no one to throw the ball too. If the Browns trade up to get RGIII then they are basically running in circles. If the Browns were smart they could turn there top three picks into Justin Blackmon, Dwayne Allen and David Wilson and surround McCoy with talent instead of just giving up on a guy who has shown flashes of brilliance. Just my opinion however.

I would rather go with an undrafted free agent (in hopes of hitting on the 1 in a million odds of finding another Kurt Warner) than sign Henne. lol
