In many states, there is. (Including NC, which may be one of the more liberal states in that part of the country but is still a southern state.)

According to this you don't really need to do anything to get a gun in NC. Though the site might be outdated as well.

Yeah, I was thinking more for handguns. Long guns are less heavily regulated pretty much everywhere.
