Great Graphic on the Salary Cap
I'm not sure if this link was already posted, but this graphic provides a great breakdown as to how the salary cap works, and how the Redskins do what they do so well:
A Guide to the Salary Cap
If it was already posted, I apologize in advance

are signing bonuses divided up equally every year or can you backload them and not have to pay them until the last few years of the contract?

See? Everyone needs to shut their yap, especially Peter "Lard Owl" King and Fatsquerelli. Dan the Man is the greatest salary cap genius to ever hit sports, and he's not going to do us wrong. (At least he won't do us wrong with the salary cap, that is.)

what's so bad about being almost 5 million under??? That still leaves us with plenty of room.
I can't believe that New Orleans and Cleveland are both 11 million under, that's crazy! Although the Browns will probably be about 2 million over when they finally sign KW2!!

4.8 that is awesome that gives us room to sign the picks and allows us some space for next year.

What does that have to do with next year? This isn't Cingular Wireless, the money doesn't roll over!

But you can restructure somebody's contract to pay him more this season and less next one, or something like that.

5mil under isnt bad at all... why are they talking about us all the time and not the titans or raiders? they dont even have enough room to sign their rookies... people need to lay off the 'skins.

The salary cap is one of the most over-rated issues in Pro Fottball. The team has to raise the money to pay that level [Redskins have NO problem there]. Then they cut or re-structure players salaries to stay under that cap number.
The main result is that most players will stay on a team for 3-6 years. It means team will draft lots of low number draft picks who they can sign cheaply (fill the bottom part of the roster). These guys at the bottom are rotated regularly as new cheap drafteees are brought in.
The cap's biggest impact is that there will be relative parity in the NFL every year. No more dynasties. A team is being built for 2-3 years before it self-combusts.
The one big variable to this whole 'equal cap' scenario is COACHING. Which is why I'm very optimistic for the Redskins. Gibbs has build a world-class coaching staff which is worth more than all the off-season hirings and firings we have made.

If you are referring to kelly's use of the headbanger smilie, it probably has more to with the fact that we have more cap room then the Jets do. Kelly is a Jets fan if you didn't know.

I see I'm to late to explain.
