How do you take those remarks out of context?

"The single most important change — the one thing that would have improved the situation — would have been having more troops in Iraq at the beginning and throughout"

What does Mr Bremer mean by that if he doesn't mean...what he says? I suspect phone calls were placed to Mr Bremer, warning him about his job prospects in the private sector if Mr Bush gets to keep his job.

The equivalent of it, yes. Much more civilized, but the effect is the same. Still, his words are unambiguous. There's no taking them out of context.

Although that may be correct - there is really no proof of that. He could just as easily have been misquoted as he said.

The remarks were defintiely taken out of context. The sentence imediately preceding the quote reads like this, "It would be very troubling for the Bush Administration if I made the following false statement:"
