Thats simply impossible. Whats the metric going to be? GPA? A teacher will grade more leniently. Standardized tests? The teacher will just teach them the test and nothing else. Student reviews? C'mon lol.

It would have to have to be a combination of factors - parent feedback, peer observation, student success rate - and the criteria will need to be adjusted dramatically based on where the teacher works.

A wisconsin judge just slapped a TRO onto the bill that was passed. In theory, they could just try to pass it again(maybe, there's some question about that).

EDIT: they probably can't. The judge TROed it due to procedure until there's a hearing on the merits(which means that the April State Supreme Court elections are about to get crazy).

The AP has just called the Issue 2 in Ohio: the law is defeated. The vote is currently running 63-37 against the law.

Kasich made his own bed with some bait-and-switch after the election. If he had simply gone after public employee benefits without the collective bargaining nonsense he would have been able to accomplish something good for the state.

Bingo. Asking the unions to take a paycut is very popular across the country, but slapping on provisions where they're not allowed to strike or collectively bargain has nothing to do with any budget.

Yes, the middle class teachers/cops/firefighters and lower class blue collar union members are starving this country to death with their greedy $40,000 salaries and $18 an hour. And they have the nerve to drive around town in their 8 year old Honda Civics - WITH NEW TIRES!!!! The 7% of the private workforce that is unionized right now is ruining this country through their utter dominance of the labor market. The top 1% has doubled their share of our national income over the past 30 years, but clearly it's the hourly wage workers who are extracting abnormal amounts of money from our economy. Tax rates are at 60 year lows right now, but clearly high taxes are to blame for 9% unemployment.
